Describe the brief idea in max three sentences

OE_REF Open Education for Refugees

*OE_REF Open Education for Refugees

How can OER contribute to improve the situation of refugees in Europe? How can we create access even in chaotic situations? Which topics and concrete OER can help refugees to directly improve their situation and support integration? How can we also use refugees' knowledge to improve integration and communication?

The idea aims to create a project around OER with different questions, including access, realization, and experimentation.

    Could we have some situational and context specific approach, let's say for Finland separately? What do you think?

Initial idea / vision

Describe the initial ideas and vision for the project

The idea aims at better understanding whether OER are a possibility to improve refugees' situation in Europe.
Which are the needs and requirements refugees express
How can we allow learning for refugees in chaotic situations?
How to create access, e.g. through mobile learning labs / access points
Which are the key topics which can improve integration and the life situation?
How to systematically use OER for integration and imrproving refugees' education?
How can we use refugees' knowledge (for supporting each other, learning from each other)?

An initial discussion at EDUCAMP Berlin brought up the following issues:

Context and barriers

*    Context and barriers
  • Learning is not a priority in refugees' situation
  • Learning is a must to be successfull
  • Many topics are needed to quickly start in a new society / environment
  • Information / communication needs to be started from the start
  • Languages and cultural knowledge is necessary
  • No time to learn, integration must start in days / weeks
  • Who can fund education
  • Refugees are in many cases just seen as people causing cost - not as valuable resources for all of us

Topics

*    Topics
  • Probably the key topic: ORIENTATION (on neighborhood, education and employment opportunities!
  • Further Orientation (country, administration,...)
  • Culture of the the countries
  • Language of the countries
  • Access to education / educational institution ("employability")
  • Information / media competences

Implementation opportunities

*    Implementation opportunities
  • Discuss with refugees / representatives
  •    Creating access points (information, m-learning access, mobile learning labs)
  • Creating initial resources
  • Starting dscourse between refugees and educational staekholders (asking for requirements)
  •  Collection of OER for quick benefits and start

    The Lisbon Convention (Council of Europe, 1997) states in section VII – Recognition of qualifications held by refugees, displaced persons and persons in a refugee-like situation, Article VII

  • actwww

    "Each Party shall take all feasible and reasonable steps within the framework of its education system and in conformity with its constitutional, legal, and regulatory provisions to develop procedures designed to assess fairly and expeditiously whether refugees, displaced persons and persons in a refugee-like situation fulfil the relevant requirements for access to higher education,
