What is the idea all about? What is the broad topic, what are the main aspects to be covered?

The assumption behind this idea is that policies are a very strong tool for introducing open standards for educational resources. Once adopted by a public institution, they provide a rule or requirement for creating or using OERs. The goal of this idea space is to discuss and develop model policies for OER uptake. By now we have some exemplary policies created in support of OER, but none of them have been broadly adopted. The key question therefore concerns which policies have the potential for such wide adoption.

Open = Access to Content + Use Rights Grassroots activities (Poland experience): advantage of the personal engagement; policies provide strong level for implementation of open standarts

I like the idea, that book is from the begining till the end. Open education for all - you can edit or to add something. Just for thinking about public resources

Background readings on OER policies

Here are some useful background readings:

"Foundations for OER Strategy Development": Anyone conducting advocacy and outreach work for Open Educational Resources naturally hears a lot of criticism of openness. While some of it is valid, much is based on lack of knowledge, unfounded fears and misconceptions or even misrepresentations of the issue. After hearing them one time too many, we decided to create an „OER mythbusting guide”, which collects the most popular myths, together with ways of „busting” them.

"Foundations for OER Strategy Development": For more than a decade the movement for Open Educational Resources (OER) has evolved from a collection of small, localized efforts to a broad international network of institutions, organizations, practitioners, advocates and funders. While significant progress has been made on both expanding the availability of OER content and expanding its use, OER has not reached its full potential of entering mainstream education on a global scale. [...] The purpose of this document is to provide a concise analysis of where the global OER movement currently stands: what the common threads are, where the greatest opportunities and challenges lie, and how we can more effectively work together as a community.

"Guidelines for structuring learning and teaching opportunities relevant to educators’ open educational resource (OER) engagement": Six guidelines for structuring learning and teaching opportunities relevant to educators’ open educational resource (OER) engagement have been developed within the scope of the ExplOERer project. The guidelines are designed to provide information and guidance to facilitate the design and construction of professional learning opportunities to support educators in building new learning practices around OER. In determining how best to support educators’ learning with and from OER, it is necessary to consider not only the nature and structure of learning opportunities they require but also the knowledge and content these opportunities should encompass. Six areas of knowledge that need to be targeted are proposed by these guidelines.
